All references to correcting the situation pointedly quoted William Cohen, Secretary of Defense, not Tenet. If he goes, he certainly earned it -- he hosted an entire rash of major intelligence failures. He did this while concentrating on building up the paramilitary, media and covert action incapability's of the CIA while ignoring the many problems of intelligence. He tried to turn the CIA into the dominant feature of American existence similar to that of the Cold War. He helped build a new Cold War-like atmosphere by possibly uniting China, Russia, and others in a new alliance against the U.S. Should we all say "Well Done George?" As always I note that many of the problems of the CIA come from its ignorant, and arrogant Directorate of Operations leadership and their many incompetent co-workers; and, the CIA's archaic, unworkable procedures. Secrecy protects their inability's while Congressional oversight is in the hands of former Agency officers. We suffer this destructive insanity due to a lack of access to the facts while being propagandized by the Agency's Public Affairs Office. With the bombing of the Chinese Embassy in Belgrade torching Chinese rage and rejection of joint efforts, we learn that the CIA map used to target the bombing was out of date. Moreover tourist maps show the correct location of the Chinese Embassy. Even more -- U.S. officials had attended social functions at the Embassy. The Washington Post 5/10/99 A1 and 19. Porter Goss, former CIA officer, now Chairman of the House Permanent Select Committee on Intelligence, after every CIA-caused disaster gives the CIA more money. Goss is repeating that approach now. He seems intrinsically or politically incapable of understanding that the many failures/disasters of the Agency result from poor CIA leadership and procedures. He shuns real reform and says, "we are reaping the harvest of under-investment in intelligence capabilities..." The Washington Times 5/10/99 A11. Comment: The price of a tourist map of Belgrade could not be that much. Ralph McGehee http://come.to/CIABASE Attachment: China's Embassy Bombed Due to Bad Intelligence Laser-guided bombs were mistakenly aimed at the Chinese embassy because CIA officials gave military planners incorrect information. Four bombs hit the embassy. The bombs had been targeted on the new five-story building, in the belief that it was the Yugoslav military's weapons warehouse and procurement center. Anti-American protests erupted in 13 Chinese cities. "It is hard to imagine that we could have made a worse mistake than this one..." The Washington Post 5/9/99 A1. COMMENT: Reform the CIA and remove Tenet who has overseen some of the worst mistakes in the CIA's multi-mistakes history. Correcting the problems of the CIA should be an easy -- the deficiencies of the Agency and its Directorate of Operations, have been identified over and over but nothing is done other than frequent proclamations from the CIA's Public Affairs Office about how it good it is -- and its Center for the Study of Intelligence publishing studies claiming each intelligence failure was in fact a success. Tenet has demonstrated over and over again his inability to correct the CIA and he should resign. But no changes at his level will impact on the entrenched bureaucrats of the CIA's "Arrogant, Ignorant and Incompetent" Operations Directorate. Until the United States does something about this -- more intelligence-generated disasters are guaranteed. Can anything stop this error-plagued juggernaut from causing further damage to the United States?
