New York gov't to create a special school district for disabled Jewish chil-
dren is unconstitutional, the state's highest court ruled. Continuing a dec-
ade-long, unbroken string of judicial defeats for the special Kiryas Joel
school district, the court ruled that the latest law primarily advances
"one religion over others... an impermissible religious accommodation."

*** Buddhist council flip-flops, won't defrock monk. BANGKOK, Thailand (AP)
A council of monks ruling Thailand's Buddhist clergy decided not to defrock
a controversial abbot until victims file a complaint. The decision sparked a
demonstration by Buddhist detractors of the abbot outside the Bangkok temple
housing the council. The abbot of Wat Dhammakaya temple, Phra Dhammachayo,
was accused of taking personal ownership of large tracts of land donated to
the temple by its followers; and of distorting Buddhist teachings, claiming
to perform miracles. Critics say his temple preys upon the poor by urging
them to donate so monks can build what they say will be the world's largest
