The UK's largest police force is among emergency
services running "unacceptably late" in preparing for the
millennium bug, according to a new report.

The report by independent watchdog Taskforce 2000
criticises emergency services for failing to fully tackle
the year 2000 computer problem.

It also points out shortcomings within local government
and some central government departments, including the
Ministry of Defence and Foreign and Commonwealth
Office.

'Serious risk'

Metropolitan, Avon and Somerset, Devon and Cornwall,
Cheshire, Hampshire and Warwickshire police forces are
all listed as giving "cause of great concern".

The National Criminal Intelligence Service and Sussex
Police are at "serious risk", according to the report.


The report also found that
only 13 forces have
conducted any sort of audit
of their programmes - none of
them, it appeared, using an
independent auditor.

The report into the public
sector readiness for the
millennium bug had
uncovered "a depressing
picture" throughout the
country's emergency
services, said the task force.

The report also noted that some individual fire brigades
"could be in very poor shape indeed".

Local authorities on the whole were well behind the
stated benchmarks and a number had "done virtually
nothing", said the report.

Government departments named

In central government, the report said there appeared to
be serious shortcomings with the programmes of the
Ministry of Defence, Inland Revenue, Highways Agency,
Foreign and Commonwealth Office and Northern Ireland
Office.

But the report notes that some important programmes,
especially at the Department for Social Security,
Customs and Excise and the Ministry of Agriculture,
Fisheries and Food appear to be very professionally
handled.

Robin Guenier, executive director of Taskforce 2000,
said the decision to make detailed information available
about central government had paid off.


He said: "It seems to be a
clear demonstration of the
principle that transparency
gets things done.

"This contrasts with the
cloak of secrecy that still
covers much of the wider
public sector and utilities."

Mr Guenier said openness
was crucial in establishing
public confidence and
ensuring problems would be
tackled.

He said: "With only seven months left, public confidence
is becoming critical - it is dangerous and irresponsible to
put it at risk.

"Yet that is what is happening in respect of the wider
public sector - and appears to have the support of
government."

The report said serious disruption within central
government departments still remains a possibility, but
the most likely outcome is a series of minor problems.

Report author Ian Hugo said: "Clearly central government
departments still have problems, but most have moved
forward well since our last report.

"Although all programmes are late, it looks as though
central government systems should survive the
date-change without serious public disruption."
