Buchanan Cites '96 Election Theme

SOMERSWORTH, N.H. (AP) -- Republican presidential contender Pat
Buchanan is sticking to the same message that helped him win the 1996
New Hampshire primary, pledging to ``stand up for the jobs of working men
and women.''

Four years ago, the political commentator struck a chord with workers in
New Hampshire and across the nation who feared their jobs would go
overseas. Tuesday, he returned to that theme at a General Electric plant
where jobs have been slowly emigrating to Mexico.

During a news conference held across the street from the electric meter
manufacturing plant, Buchanan accused the federal government of driving
jobs out of the country with heavy taxes and regulation. Despite a robust
economy, layoffs like those in Somersworth are happening across the
country because of government policies, he said.

``It is producers and makers and builders of things who are the ones losing
their jobs in America,'' he said. ``They are some of the best jobs in the
United States for working men and women. And if we don't stop this process
we will eventually lose every factory and plant.''

The self-proclaimed candidate of ``peasants with pitchforks'' in the last
primary, Buchanan said he was the only presidential contender in either
party who would ``stand up for the jobs of working men and women.''

Companies would stay in the United States if they had that option,
Buchanan said.

He said he would impose taxes on imports and offer incentives for
companies to remain in the United States, but did not offer more specifics.

He said trade policies like the North American Free Trade Agreement,
promoted by President Clinton, unfairly pit American workers against
Mexican workers who get much lower wages. He said he would not enter
into trade agreements like NAFTA and would tell the World Trade
Organization to go ``fly a kite.''

According to government figures, 215,797 American workers have lost their
jobs because of NAFTA in the five years since the trade agreement took
effect, said Michelle Sforza, research director of Public Citizen's World Trade
Watch.

She said that figure only includes those workers who qualified for NAFTA-
related unemployment benefits, and does not represent all the jobs lost.
Most of the jobs lost were in manufacturing -- especially the auto, electronics
and textile and apparel industries, she said.

``If I'm elected I will reverse those policies 180 degrees and bring those jobs
home,'' Buchanan said.

Some voters will be drawn to Buchanan's consistency, even though the
economy has improved in the past four years, according to Ken Egan,
executive director of New Hampshire's Republican Party.

``Pat's playbook really hasn't changed,'' Egan said. ``He doesn't waffle.
People know what he believes in.''

Republican strategist Tom Rath agrees that consistency is one of
Buchanan's strong points, but believes his message won't enjoy the wide
appeal it did in the last primary season.

``I think he's got a harder sell in a state that's got a jobless rate of 2.4
(percent). I don't sense this sense of angst that was there even just one
presidential cycle ago,'' Rath said.

But Buchanan may not be aiming for widespread support, Rath said.
Appealing to a particular niche may help distinguish him from other
contenders on the Republican right.

According to a CNN and WMUR-TV poll released two weeks ago, Buchanan
was the fourth choice of New Hampshire voters with 7 percent. Texas Gov.
George W. Bush had 37 percent, Elizabeth Dole had 37 percent, and
Arizona Sen. John McCain had 14 percent. The margin of error was plus or
minus 6 percentage points.
