-Caveat Lector- VINCE FOSTER'S FREQUENT TRAVELS Editorial Investigative reporter Evans Ambrose-Pritchard of the London Telegraph has obtained information on the travel records of White House aide Vince Foster, who was found dead in Fort Marcy Park in 1993. The travel records show, to the surprise of everybody including Foster's family, that he had frequent travels to Switzerland. The last travel was scheduled to take place after the date Foster was found dead. What did Foster do in Switzerland that was so secret that he could not even tell his wife about it? Nobody knows for sure, but we have some pretty good indications from the work that Foster was involved in right up to his death. As Deputy White House Counsel, Foster worked in the office of Bernard Nussbaum, who was fired when his attempts to block the Whitewater investigation became public. In that office, Foster was involved in every scandal that this gruesome administration was involved in during its first year: Travelgate, Waco, Whitewater, Inslaw, in addition to those that have yet to become public. Jerry Seper of the Washington Times has obtained FBI interview transcripts of Foster's wife in which she claims that Foster was "horrified" over what had happened in Waco. But earlier released testimony reveals that Foster had more on his mind. He was seeking a psychiatrist that would not reveal top secret information. A psychiatrist told the FBI that he was contacted four days before the death of Vince Foster by his sister, Sheila Anthony, who worked in the Justice Department. Anthony explained that Foster was working on "Top Secret" issues at the White House and "that his depression was directly related to highly sensitive and confidential matters" One of those top secret affairs might have been the Inslaw scandal. Inslaw was a software company that developed management software, PROMIS, that could be used as a case management system and could be used to track international banking funds. PROMIS was stolen by the Justice Department and distributed to other agencies without permission from Inslaw. With the help of the highly respected lawyer, former Attorney General Elliot Richardson, Inslaw sued the Justice Department, but received no fair treatment in the courts. Congress started to look into the issue. The Justice Department appointed Nicholas Bua to look into the allegations by Inslaw, but he found no merit to the charges of theft by the Justice Department. Inslaw considered the Bua report an internal Justice Department whitewash, and submitted a 90-page rebuttal to the Bua report. The Bua rebuttal said that Inslaw had 11 people who would swear under oath that the company's software had been stolen by the Justice Department - if an investigation was done by someone outside of the Justice Department. This is where Vince Foster enters the picture. The Bua rebuttal was given to Associate Attorney General Webster Hubbell on July 12, 1993. According to John Crudele of the New York Post, Hubbell and Foster owned a small amount of stock in the Arkansas company Systematics that was also illegally selling the software. And both Hubbell and Foster had done lawyering for Systematics. Did the Bua rebuttal have anything to do with Foster's death? Foster would not have been the first person in the Inslaw scandal to die. On August 10, 1991, just as he was about to receive information linking Iran-Contra to the Inslaw scandal, investigative reporter Danny Casolaro was found with his wrists slit in the bathtub of a hotel room in West Virginia. Were Foster's frequent travels to Switzerland (he had 500,000 miles with one airline company alone!) linked to Inslaw and Mena, i.e. international money laundering of drug money entering Arkansas? A brief review of the investigation of the death of Vince Foster reveals that indeed there seem to be powerful forces blocking a full disclosure of the circumstances surrounding his death: (1) Foster's office was searched and files removed just a few hours after his body was found. After ____ Rodriguez started an aggressive interrogation of Park Police officers who conducted the initial investigation, he resigned, allegedly because his investigation was thwarted by superiors. The only remaining hope for full disclosure appears to be full and unlimited hearings by the Senate Special Whitewater Committee, which has scheduled hearings for June or July.
