Slovenia, Croatia, Bosnia-Herzegovina, Kosova. Yugoslav/Serb
troops and paramilitaries attack, and eventually lose. Slobby
controls those troops, ergo, Slobby started and lost the wars.
Give him enough time, and pretty soon, there's no 'there' there.
The question remains: who was/is Milocevic working for?
