Yes, it is a good bit of research. The study is on the web (i.e.,
Huinzinga, David, et.al.  Urban Delinquency and Drug Abuse.

The quote about "much lower rates of delinquency" is on page 18
and is illustrated via a striking graph.  A more detailed study
that includes the methodology and detailed discussion of results
can be ordered (as seen on the last page or so) for about $25.
