Ya know...did anyone notice the scariest part of this article?
Tucked away in an appendix to this report: the news that about
half of all IRS criminal investigations result from information
provided by "other government sources."  I would think that a
whole hell-of-a-lot of law breaking is going on in this aspect
alone, and that this is at least as relevant and important to
investigate and report on.  This report covers the period 1990 to
1996. The figure in the .pdf version, sadly of course, doesn't
break it down to specific agency (like WH, etc.).
