Report: Guilty Cop Feels Victimized

NEW YORK (AP) - A former Brooklyn police officer convicted in the bathroom
torture of a handcuffed prisoner saw himself as a victim and responded with
``animal rage,'' according to a psychological report filed Monday in federal
court.
``This didn't have to happen, but this guy (Abner Louima) was trying to hurt
me,'' Justin Volpe said when asked by a defense psychologist to describe his
thoughts at the time of the incident.
``I thought I was going to die that night,'' he continued. ``He punched me to
the ground. I was the victim.''
Asked whether he was sorry, Volpe said: ``My actions were wrong. I have to
forgive him for what happened in the street and I hope he can forgive me one
day for what happened in the bathroom.''
Volpe, 27, pleaded guilty in May to federal charges he attacked Louima in the
bathroom of a stationhouse after the Haitian immigrant was arrested in a
street brawl in the summer of 1997.
Prosecutors charged that the burly patrolman thought Louima had punched him
in the head, and tried to punish him by dragging him into the bathroom and
sodomizing him with a broken broomstick. Louima's cousin was the actual
assailant, prosecutors said.
The disgraced officer's comments, graphic, lengthy and often rambling, were
included in defense papers asking U.S. District Judge Eugene Nickerson to
spare him the maximum punishment - life in prison without parole - at
sentencing on Dec. 6.
The papers argue in part that Volpe deserves a break because of his ``clear,
complete and truthful acceptance of responsibility.''
Assistant U.S. Attorney Alan Vinegrad said the government ``will be
responding in court and not through the media.''
Volpe denied ever bragging about the assault, contradicting testimony by
other officers.
``There was no sense of accomplishment - nothing like that,'' he said. ``It
was like an animal rage.''
