Weapons seizure must be stepped up

The incidences of grenades being used to resolve personal conflicts must be
curbed immediately.

The responsibility for this is with the police and other security units as
grenades are being used at random against crowded places where the devastation
it causes, leads to widespread panic.

A member of the newly elected Cambodia Chamber of Commerce who declined
identity said that there were probably irresponsible forces out there who were
attempting to cause panic among the people and cause security instability.

These acts ht businesses hard and when such incidences are reported in the
press, especially overseas, the image of Cambodia is worsened further and this
could have a multiplier effect on the economy in the city.

"The police have to step up their efforts to seize illegal weapons from people
who carry them as a sense of protection, power, or with an intent to use it
against their business or personal rivals," the official said.

He said that the past few months has seen numerous incidence of grenades being
used at restaurants, karaokes and nightclubs and together with the incidences
involving military or other armed security personnel, the social security
environment was not conducive at all.

"If allowed to continue, the city will slowly sink into chaos and businesses
and tourist arrivals will be affected greatly," he said.

The official stressed that sustained police action must be taken to tackle the
problem of unlicensed weapons and also illegal discharge of registered
weapons.

"If the police cannot tackle these common problems, than the government's aim
of enforcing a state which is governed by the rule of law will surely fail."

He added that another source of concern was the cases involving brutal murders
as the coverage such murders created, dampened the security environment in the
city and in the nearby provinces.

Conceding that the decades of turmoil has had a psychological effect on the
vast majority of the people, the Chamber official said that the government
must look into providing enhanced mental health care to the people who have
undergone deep metal stress and nervous breakdowns.

"However, this does not mean that such mental problems caused violent crimes
as some perpetrators just did it out of a feeling of satisfaction or power
when they posses the weapons," he said.

In the last grenade incident near the Russian Embassy, at least one was killed
and scores of others injured when a grenade was thrown into a KTC outlet.

Another incident also had 19 victims at a coffee shop.
