FROM THE LIBERTARIAN PARTY =============================================== Watergate Office Building 2600 Virginia Avenue, NW, Suite 100 Washington DC 20037 Phone: (202) 333-0008 Ext. 222 E-mail: [EMAIL PROTECTED] For information about the party: (800) ELECT-US =============================================== February 28, 2000 =============================================== Two key Senators switch sides as panel nears vote on asset forfeiture reform ==>> Immediate action required! ==>> Telephone Senators before Thursday vote Earlier this month we urged you to contact Senators on the Judiciary Committee and ask them to vote *yes* on S. 1931, The Civil Forfeiture Reform Act, sponsored by Sens. Orrin Hatch and Patrick Leahy. On the eve of that vote, Sen. Hatch postponed action to give pro-reform forces more time to generate support. The result? Two key Senators -- Teddy Kennedy (D-MA) and Robert Smith (R-NH) -- moved from the "undecided" category to supporting the bill! That's right: Our lobbying campaign has been so effective that we're persuading conservative Republicans *and* liberal Democrats to support the Constitution and reform asset forfeiture laws. Now we need to capitalize on this momentum and persuade other undecided Senators to support the bill. Judiciary Committee sources say there is a 90% likelihood that the vote will occur this coming Thursday, March 2. (Even if it is rescheduled, it would occur the following week, in which case we still recommend that you contact your Senators immediately.) Thursday's expected vote is *crucial* because the Senate Judiciary Committee is much more resistant to asset forfeiture reform than the full Senate. Capitol Hill sources predict that the bill may sail through the full Senate easily -- but first it has to clear the committee. The upcoming vote is now too close to call -- and that's why we need your help urgently! Of the 18 Senators on the Judiciary Committee, there are now six in favor of the bill, five against, and seven undecided. (See list at bottom.) If you live in a state with a Senator on the Judiciary Committee, we are asking you to contact them -- regardless of their current position -- after reading the rest of this message. Even if you have already contacted them, please do so again. We are also asking you to forward this e-mail to everyone you know, Libertarians and non-Libertarians alike, who live in the appropriate states and agree with us on this issue. WHAT TO DO: Please take a look at the list of Senators on the Judiciary Committee and see whether your Senator(s) is on it. Then take the action described below. Senators supporting S. 1931: Orrin Hatch (R-UT) Patrick Leahy (D-VT) Charles Grassley (R-IA) Russell Feingold (D-WI) Bob Smith, (R-NH) Ted Kennedy (D-MA) Senators opposed: Strom Thurmond (R- SC) Jeff Sessions (R-AL) Joe Biden (D-DE) Dianne Feinstein (D-CA) Charles Schumer (D-NY) Senators undecided: Arlen Specter (R-PA) Jon Kyl (R-AZ) Mike DeWine (R-OH) John Ashcroft (R-MO) Spencer Abraham (R-MI) Herb Kohl (D-WI) Robert Torricelli (D-NJ) HOW TO CALL: Call the Congressional switchboard at 202-225-3121 or 202-224-3121. Then ask to speak to the office of your Senator. The switchboard is open 24 hours, and most Senate offices have voice mail, so please make the call as soon as you get this message. WHAT TO SAY: (1) Identify yourself and let them know you are a voter in their state. Leave your name, address, complete with ZIP code, and phone number. Please be brief, especially if you are leaving a message. (2) If they are listed as *supporting* S. 1931, The Civil Asset Forfeiture Reform Act, sponsored by Senators Hatch and Leahy: Ask them to confirm that position; then thank them for their support. Remind them to vote AGAINST any other asset-forfeiture bills, and AGAINST any weakening amendments. If they are *opposed* to the bill, or are *undecided*: Ask them to support it. Remind Democrats that even liberals like Teddy Kennedy are backing this bill, and remind Republicans that even conservatives like Sen. Bob Smith have decided to support it. Then ask them to vote AGAINST any other asset-forfeiture bills, and AGAINST any weakening amendments. (3) Ask them to write you a letter confirming their position. One more thing: Please forward this E-mail to a friend, and ask them to call their Senator, too, if his or her name is on the list. Thank you for your help!
