EDITORIAL EXEGESIS

"Having made abortion a constitutional issue, the court now finds
itself batting state legislative efforts to undermine its prior
holdings -- holdings that have an uncomfortably legislative feel to
them. This is an area in which the court sometimes seems to be making
up the law as it goes along, and in which the questions it faces have
to do not just with the legal correctness of its holdings, but the
legitimacy of the role it has come to play." --Washington Post

POLITICS

>From the Bush campaign journal...

George W. addressed the NAACP in Baltimore this week, much to the
dismay of Sociocrats, who consider black voters their exclusive
domain. "It was like Daniel in the lion's den," said Shannon Reeves, a
black Republican and president of the NAACP chapter in Oakland,
California.

"Government can spend money, but it cannot put hope in someone's
heart, or a sense of purpose in their lives," Mr. Bush told NAACP
delegates. "This is done by caring communities, by churches,
synagogues, mosques, and charities that serve their neighbors because
they love their God. Every day they prove that our worst problems are
not hopeless or endless. Every day they perform miracles of renewal."

"This guy is 180 degrees opposed to everything that African-Americans
in this country stand for," said Teddy Kennedy's heir-apparent,
Patrick Kennedy, suggesting that "African-Americans in this country
stand for" something directly opposite hope, a sense of purpose, and
caring for neighbors -- the dependence on the state which Demos have
used to enslave blacks for decades.

Regarding the Supreme Court's rejection of Nebraska's legislation
against live-birth abortions, Bush said, "States should have the right
to enact reasonable laws and restrictions, particularly concerning the
brutal practice of partial-birth abortion. The American people can
take steps to protect children who are in the process of being born,
and they should have that right. I hope to be able to come up with a
law that meets the constitutional scrutiny. And, unlike Al Gore, I
pledge to fight for a ban on partial-birth abortion."

Memo to Mr. Bush: Nebraska's law met "constitutional scrutiny," it
just did not meet a majority of the Court's institutional scruples.

Observation Points:
"We're focusing on those 'compassionate conservative' Republican and
independent women who are very pro-choice." --Planned Parenthood's
Gloria Feldt on their $2.5 million television campaign targeting
Bush's pro-life position. {} "...George W. Bush's protest of the
decision was a mere whimper. ...The Nebraska law was constitutional.
It just didn't meet the 'scrutiny' of five justices who were
determined to nullify it -- which is not the same thing. ... Bush is
misleading people about the real significance of what the Court has
done, and indeed about the Court's role in the constitutional scheme
of things." --National Review Online {} "He knows every bit as much
about it as Bill Clinton did." --Bush the elder on Minor Bush's
foreign policy expertise. **So, George the minor knows as much about
foreign policy as the guy who defeated George the elder with the
slogan, "It's the economy, stupid."

>From Bore2000 -- The Vice Prevaricator...

In preparation for Barbra Streisand's $50,000-per-couple fund-raising
concert for Al "Man-of-the-People" Gore, stopped by the NAACP
convention to assuage any concerns that some delegates might buy into
Mr. Bush's theme of personal responsibility rather than dependence on
government. For some reason, every time Gore stands in front of black
folks, he starts reciting Scripture. "If I remember my Bible
correctly, the last time that Moses listened to a bush, his people
wandered in a desert for 40 years," he said at one point. That is the
same stupid remark he regurgitated last month before another black
group. We are surprised he did not break out with an old "Negro
spiritual."

Memo to Mr. Gore: For the second and last time, Moses didn't listen to
a bush -- he listened to the voice of God. But to be sure, a lot of
black Americans have been listening to a "Bush" -- and much to your
alarm, some are warming up to what they hear! To those lemmings, who
continue to be shackled by Bible quoting hypocrites like Clinton and
Gore, Shakespeare said it best -- "The devil can cite Scripture for
his purpose."

Gore's campaign strategy tried a new strategy this week -- linking
Bush to the "do-nothing Congress." For the record, last time we
checked, Mr. Gore was still "President of the Senate," and the current
Congress has passed more than 1,700 pieces of legislation -- not that
this record is necessarily an accomplishment any constitutional
conservative can display with pride! Bring back gridlock!

On the campaign trail, Gore has logged 375 flight hours on Air Force
Two -- a Boeing 747 dedicated to the White House -- at a cost of
$26,250 an hour or $9,843,750 to the Pentagon's budget, according to
the 89th Airlift Wing at Andrews Air Force Base. Gore's campaign has
been billed a grand total of $831,103 for using the aircraft. Given
the visibility sitting presidents and vice presidents enjoy, should
one not expect them to limit their use of tax-funded perks for
political purposes? Old Tom Jefferson once said, "To compel a man to
furnish contributions of money for the propagation of opinions which
he disbelieves and abhors is sinful and tyrannical."

Of note, while Bill Bradley lumbered up to the podium with a monotone
endorsement of Gore this week, Brian Lunde, former executive director
of the Democratic National Committee, has shunned Gore and embraced
the campaign of George W.

Gore-Gephardt -- the "Gidget ticket"!

Observation Points:
"It would certainly not be received well -- that's an understatement.
It would cause a great deal of concern about his commitment to
abortion rights. Among our activists, there would be a decided lack of
interest in campaigning for him and getting out the vote." --NOW's
Patricia Ireland on the prospects that Gore may choose a V.P. who
voted against live-birth abortions. {} "...[Gore] tacitly conceded
the appeal of George W. Bush's Social Security reform... The veep's
problem is that his new message is self-contradictory...He's also in
his third remake on the issue...So much for leadership." --Paul Gigot

DEZINFORMATSIA

This month's "Pierre Salinger Non Compos Mentis" Award: "What a
f*****g idiot." --Bryant Gumbel, caught on camera in an unguarded
moment after interviewing Robert Knight, director of Cultural Studies
with the Family Research Council, on the Supreme Court ruling that the
Boy Scouts have the right to exclude homosexuals as scoutmasters.  {}
This month's "Geraldo-Springer Journalism" Award: "The Washington
Post recycled a popular urban legend among reporters in its story on
Bush's NAACP convention speech," note National Review's John J. Miller
and Ramesh Ponnuru. "Writers Terry M. Neal and Michael A. Fletcher
remark that Bush, in his comments, refrained from 'explicitly
acknowledging his party's failure to support much of the 1960s-era
civil rights agenda.' Perhaps that's because there's no failure to
acknowledge. In fact, Republicans in both the House and Senate were
more likely than Democrats to favor, say, the 1964 Civil Rights Act.
(In the Senate, Republican support was 82 percent, compared to 69
percent among Democrats; in the House, it was 80 percent and 63
percent, respectively.) [And many of those conservatives who did vote
against the legislation did so on] federalist or libertarian grounds."

SOCIOCRATS

Clintonese: "I try to go out and shop...every few months, anyway, just
so I keep in touch with people. And I talk to people in book stores,
or I go buy something for my wife or my daughter, just to see what
things cost and see what people are doing. I think it's important that
presidents not get too isolated." {} "My strengths are not being a
legislative titan. My strengths are not [in] being taken that
seriously on the substance side. My strengths are my youth, my
energy...my family name, my connections." --Rep. Patrick Kennedy  {}
"Gore is more infuriating because he's such a hypocrite. He is such a
hypocrite. He doesn't know who he is anymore. He's a plastic person."
--Ralph Nader

VILLAGE IDIOTS

"We look at the officers that were on duty [during the Central Park
sex attacks last month] and wonder if, were they not in uniform, would
they be the ones to participate in the kind of behavior that was
existent in Central Park?" --New York City Councilperson Annette
Robinson {} "I have a contract with the Universe...." --Oprah
Winfrey {} "I wish reporters would ask me more about what's in my
head and less about what's between my legs." --Vermont's Karen Kerin,
the first openly transgender candidate for Congress. {} From the
"Village Academic Curriculum" File: "Frankly, we are sick to death of
Mr. Heston and his histrionics. ...At what point does Mr. Heston and
his NRA develop writer's cramp?" --National Education Association
President Bob Chase

SHORT CUTS

"President Clinton told Democrats in California it's not necessary to
say anything bad about Republicans. He said if Democrats just look
voters in the eye and tell the truth, they will win. Of course, he's
just speculating." --Argus Hamilton {} "...Bill Clinton wouldn't
appreciate the Rule of Law if it was wearing knee pads and a thong."
--Neal Boortz {} "Listening to Governor Cuomo identify what a
Republican should do is like listening to Evel Knievel talk about the
space program." --Empower America's Jack Kemp on his CBS "Early Show"
co-pundit Mario Cuomo. {} "I've always said that if God gave me only
5 years to live, I'd spend it as a member of Congress, because they've
been the longest years of my life." --Rep. J.C. Watts Jr. {} "He
can't say the Creed without perjuring himself." --Retired Episcopal
Bishop FitzSimmons Allison on his controversial colleague, John Shelby
Spong, a homosexual advocate who will be writing columns for a new sex
website. {} "Let's see if I understand this correctly: Government
educational systems, which teach situational ethics and teach that
there are no absolutes, preach zero tolerance on guns!!!" --Member

Night Lines:

Leno.... The Clintons won't be taking a summer vacation this year.
Hasn't Bill been on vacation ever since Hillary moved out? ....
Remember that book for people wanting to commit suicide? Well, the
people that came out with the book have now come out with the "Final
Exit" the video 'cause people are too lazy to read the book. You put
off committing suicide 'cause you don't like to read. Now you can rent
the video. What video store is going to rent a video on committing
suicide? What are the odds of you getting the video back? Who is going
to rewind the video? .... Plans are underway for the 100 million
dollar Clinton presidential library to be built at the banks of the
Arkansas River. Historians are saying that this will be the only
presidential library in history with a mirror on the ceiling.

Letterman.... Signs You've Rented a Bad Summer House: It's a time
share -- and you only have it between 3 a.m. and 6 a.m. every day.
The first floor is accessible only during low tide. The "Survivor"
cast keeps banging on the door, begging for food. It's three miles
underground, and the government gets to test new medicine on you. The
previous owner died a year ago -- but he's still in the kitchen. In
the rental agreement, the word "bathroom" is always in quotation
marks. The lease states that the landlord gets to bathe you. Your
roommates: 30 Chinese people in the basement sewing T-shirts. It's
not available until the second week in November.

O'Brien.... Al Gore's campaign office was taken over today by a mob
of environmentalists. I guess the scene turned pretty awkward when one
environmentalist chained himself to a tree and later found out it was
Al Gore. .... Hillary Clinton...has a new campaign ad that features
the slogan, "Trust me." That's her slogan. Actually it's much better
than the original version: "Hillary: The Clinton You Can Trust." ....
Bush said that there is no good reason why the United States is second
to last in standardized test scores. He said it is appalling that the
only country to score below us is the one next to the one shaped like
a boot. .... In a recent interview Britney Spears told the world she
wouldn't mind marrying Prince William. In a related story Elton John
said the same thing!

Today, candor compels us to admit that our vaunted two-party system is a
