  The purposes as stated did not mention using the data to convict perps.  It
mentioned having credibility with a larger audience via analysis of a large
sample of anecdotal evidence.  The "significant discoveries" you laud and
then negate with the next sentence are important to some people who
understand fully that these things are real and are happening and need as
much information as possible to make headway in stopping it.
