The documentary made the point that that was what the first 'drug czar' (sorry, his 
name now slips me, but he
was the one back in the 30s responsible for the first drug laws) tried to 
avoid...while he was willing to
regulate manufactured drugs, he didn't want the federal government getting involved in 
trying to regulate a
naturally growing weed, and predicted that it would be a losing battle if such 
legislation was passed.

Unfortunately, when the southwestern states succeeded in getting the government to 
pass legislation against
marijuana (because those states hoped that the Mexicans emigrating to their states 
would go back to Mexico
when pot was made illegal), this 'drug czar' then swung to the opposite extreme in 
painting pot as 'the weed
whose roots are in hell'...

What was interesting was the fact that about 2 or 3 years into this demonization 
campaign (wherein we gained
such film classics as "Reefer Madness" et al), Mayor La Guardia of NYC decided to form 
his own commission to
study the supposed inunudation of schoolyards with dealers turning America's youth 
into potheads...he used the
feds own studies, indeed he used the feds own pot to have his own labs test the 
effects of pot...

And came to the conclusion that the feds were full of shit.  His commission worded it 
more politely than that,
but they were quite blunt in pointing out that there was absolutely no basis for the 
claim that America's
schoolchildren were at risk, and that the primary users of marijuana at that time were 
blacks and latinos...

Unstated, but implicated, was La Guardia's knowledge that pot use was quite prevalent 
in Harlem, and the
thought perhaps that that was what kept it's residents peaceful and 'in their place'...

But the feds soon put the screws to La Guardia, and made it strongly known that he 
better toe the party line,
or else he'd find a cold shoulder in DC when asking for help from the feds in any sort 
of matter...
