House Representation is determined by the number of human beings
living in a district. The Constitution said count them all except
"Indians," and count slaves as only three fifths. If one counts
human beings for any purpose, and some human beings only
count for three fifths of a human being, how is that different from
counting some human beings as only three fifths of a human being?
