Hubbell Angry Over Missing Clinton Pardon

Disgraced former top Justice Department official Webster Hubbell
is angry he was left off President Clinton's 11th-hour pardon
list, says reporter and Hubbell friend Ellen Ratner, who lunched
with the Whitewater convict on Monday.

"I can tell you that Webb Hubbell is not a very happy camper
right now," Ratner told WKDR Burlington, Vt., radio host Mark
Johnson Tuesday morning. "He's actually getting somewhat angry,
which I think is quite good for him, because this is a man that
never gets angry."

No doubt the Clintons owe their former friend big time for
keeping his lip buttoned through eight years of independent
counsel investigations.

In one telling episode, jailhouse recordings released in 1997
show Hubbell promising White House aide Marsha Scott that he'd
"roll over one more time" in order not to implicate Hillary in
any Whitewater criminality.

Ratner said the reason Clinton didn't pardon Hubbell may have
something to do with the fact that he pleadad guilty to bilking
the Rose Law Firm out of hundreds of thousands of dollars, which
meant he stole from his law partners Vince Foster and Mrs.
Clinton.

Another possibility, she said, was that a Hubbell pardon might
look like the Clintons were trying to influence the case against
Indonesian billionaire and Clinton friend James Riady, who signed
a last-minute no-jailtime plea bargain two weeks ago with the
Clinton Justice Department.

Though he first promised to cooperate in 1994, Hubbell
stonewalled investigators after Riady paid him $100,000.

Ratner complained that Clinton chose to pardon fugitive tax
evader Marc Rich and other less-deserving individuals while he
left Hubbell cooling his heels.

"I think that pardoning people who have a lot of money and
should not have been pardoned - you know, it's one thing to
pardon your friends, it's another thing to pardon people who are
connected to New York City," said Ratner, in a veiled reference
to Rich's ex-wife Denise, who lives in New York and has donated
more than $1 million to Bill and Hillary Clinton and other
Democrats.

The lack of a pardon for Hubbell has angered Ratner, too, she
says - so much so that "I took down every picture of Clinton that
I had in my house."

The former Clinton admirer says the future looks bleak for her
woebegone Whitewater friend.

"There's nothing Webb can do," Ratner told Johnson. "I mean,
Bush certainly isn't going to pardon him. He's done a lot of work
in prison reform, and he's going to try to find some meaningful
employment."

But Ratner said that would be difficult. "You know, convicted
felons cannot sit on the board of publicly held corporations.
They cannot be an officer in a publicly held corporation."

Add to that Hubbell's financial predicament. He still has
between $2 million and $3 million in legal fees, she said.

"Another reason I'm mad at Clinton is that he said when he gets
out of office he will try to raise some money to help people on
his staff like Betty Currie and people like that with their legal
bills," said Ratner.

"We'll see if he does. If he doesn't, man, he's off my list."
