Clinton's Utah "Memorial" Stopped Reduction of Power Plant Pollutants Breathing is a Major Source of Carbon Dioxide Emissions By Mary Mostert, Analyst, Banner of Liberty (www.bannerofliberty.com) March 16, 2001 President Bush told Congress this week that he will NOT regulate carbon dioxide emission from power plants, much to the horror of ardent environmentalists. Actually, the legislation which he considered suggesting would have "established mandatory reduction targets for emissions of four main pollutants: sulfur dioxide, nitrogen oxide, mercury and carbon dioxide." Now, science is not my strong point, but what I do remember of my high school science class tells me that plants require carbon dioxide (CO() in order to live. And, I know that every time I breathe I'm taking in oxygen and exhaling carbon dioxide, a bad habit I share with all creatures, human and animal, that breathe. I'm not exactly sure when mankind came to the conclusion that carbon dioxide was a "pollutant" but I am vaguely aware that it is the substance that makes the bubbly in sodas and beer that the average American consume in large quantities. Emissions of carbon dioxide from power plants might encourage plants growing near it to grow faster, but I think it is stretching a point to call it a "pollutant." I bring this up because every TV report and headline on the subject of George Bush changing his mind has condemned him, in the words of the Associated Press, for "backing off his campaign promise" to regulate "carbon dioxide emissions from power plants. Now the emissions they are not headlining, such as sulfur dioxide, nitrogen dioxide and mercury are a bit different. Sulfur dioxide (S02)is extremely bad for your health and are primarily produced by volcanoes, oil wells with high sulfur content being set on fire, as Saddam Hussein did in Kuwait and burning high sulfur content coal. There's not a lot we can do about the first two problems, but on the third there is a solution. We can use low sulfur coal, or remove the sulfur from the coal before burning, which is a bit more expensive. Before 1996 there was a plan to mine a huge deposit of low sulfur coal for the use of coal-powered electric power plants in the West, especially those that are producing coal-powered plants for California. However, that darling of the Environmentalist Radicals, Bill Clinton, with the stroke of a pen took 62 billion tons of low sulfur coal permanently off the market by declaring it a "Memorial" shortly before the 1996 election in a move clearly designed to assist his Indonesian friend, Mochtar Riady. I wrote at the time: "When President Clinton designated 1.7 million acres of Utah wilderness as a national monument, " Karen Gullo of Associated Press wrote today, "he dashed plans to tap a huge reserve of environment-friendly low sulfur coal." She also commented on previously reported business interests of the Lippo group, owned by Mochtar Riady, in world wide markets, which would be the prime competitors for the Utah coal. While Clinton claims that his only interest in blocking the mining of coal in the Kaiparowits area was to preserve a "beautiful, exotic place," local residents of the area who had long urged protection for some archeological sites, dispute that statement. According to members of the Western States Coalition, a key archeological site and other important environmental sites the local residents wanted protected were left outside the 1.7 million acre memorial, while ordinary desert land with no significance or unique natural features was included solely to block entrance to the environmentally friendly coal deposits The September 1996 announcement of the Escalante "Memorial" came in the middle of the presidential campaign, on the heels of large contributions originating from the Lippo group. Shortly after becoming second in command, after Ron Brown, at the Commerce Department in 1994, John Huang, who became Democratic Party fund raiser in 1996, began immediately campaigning for changes in US foreign policy in areas that would aid his former Lippo employer. The Lippo Corporation in Indonesia is the only other source of the very low sulfur, non-polluting coal, outside the Utah Kaiparowits basin, that is currently available. Coal fueled power plants under construction or planned, in China, Japan and Mexico which were potential customers for the Andalux Corporation, which holds leases on the now unavailable Kaiparowits coal, will have to purchase their non-polluting coal from the multi-billion dollar Lippo group, or use polluting coal sources. The Mexico plant, especially, will either use coal imported from Indonesia, or coal that will add to pollution problems not only in Mexico, but in the Four Corners area of the American Southwest, which is producing electric power to take the place of the nuclear power plants which have been closed down for "environmental" purposes. <=p>David Shaver, project manager for Andalex Resources, a US mining company that was about ready to break ground at the Kaiparowits mine said at the time, "The monument designation makes the Super-compliance coal mine project unfeasible." The Kaiparowits coal would have met the Clean Air Act standards that George W. Bush had hoped to enforce. The Utah coal at Kaiparowits would be on the market by now, had Clinton not declared it a "Memorial." It is the cleanest burning coal known to man, outside the Lippo coal mine in Indonesia. The most extensive source of irritants such as sulfur dioxide and nitrogen oxide in our atmosphere today is not power plants. It's forest fires. We now have a policy in place, thanks to the Clinton years, that prohibits logging, while suppressing fires that would naturally clear out the underbrush. This is leading to firestorm size forest fires that pour huge, unregulated irritants into the air that all the power plants in the world operating at full capacity can't begin to compete with. *COPYRIGHT NOTICE** In accordance with Title 17 U.
