British MP Files Early Day Motion on Ariel Sharon and Panorama

LONDON- June 28, 2001 (IAP News) Recently, British Labour Party MP John
Austin filed an Early Day Motion in the British House of Commons
congratulating BBC's Panorama show for its June 17th program entitled "The
Accused." That episode investigated the responsibility of Israeli Prime
Minister Ariel Sharon for the massacre which occurred in the Palestinian
refugee camps of Sabra and Chatila in South Lebanon in 1982.  The motion
also called for Ariel Sharon to be tried for war crimes, a sentiment
shared by several experts in international law.

During an interview on the Panorama show, Richard Falk, Professor of
International Law at Princeton University stated: "There is no question in
my mind that he is indictable for the knowledge he had or should have had.
Sharon's specific command responsibility arises from the fact that he was
the minister of defence in touch with the field commanders, that he
actually was present there in Beirut."

Professor Falk was also vice chairman of an international commission which
investigated Israel's invasion of Lebanon.

On the same show, Judge Richard Goldstone, former chief prosecutor for the
UN criminal tribunals for both the former Yugoslavia and Rwanda stated:
"If the person who gave the command knows, or should know on the facts
available to him or her, that is a situation where innocent civilians are
going to be injured or killed, then that person is as responsible, in fact
in my book more responsible even than the people who carry out the order."

Early Day Motion, or EDM, is the term used to describe notices of motions
given by Members that are not generally expected to be debated.
Effectively, the tabling of an EDM is a device to draw attention to an
issue, and to elicit support for it by the means of inviting other Members
to add their signatures to the motion.

The following is the full text of the Early Day Motion:

"That this House congratulates the BBC for Panorama's recent in-depth
analysis of the massacres in Sabra and Shatilla during the war in Lebanon
in 1982; notes that following the massacres an internal Israeli commission
of inquiry forced the resignation of the then Israeli Defence Minister,
Ariel Sharon; believes there is sufficient prima facie evidence to
indicate that Ariel Sharon, now the Israeli Prime Minister, should be
tried for war crimes; and calls upon the international community to ensure
that he is duly charged at the earliest possible opportunity."

Mr. Austin is also the Chairman of the Council for the Advancement of
Arab-British Understanding (CAABU) which was formed after the 1967 Middle
East war, when a questionnaire revealed that 98 per cent of the British
public had no knowledge of the Arab world. The purpose of the CAABU is to
present the Arab perspective on a variety of issues in the UK and thus
advance understanding and bridge the gaps between the Arab and British
peoples.
