And that may be, however the following was printed in my latest Harper's Mag:

of the Chief of Naval Operations to J. A. Califano Jr., special assistant to
the secretary of the army.  The memo was obtained by the Ntional Security
Archive.

Subj:  Measures to Restrict Travel to Cuba for Subversive Training

A.  ACTION:  Liquidate selection trainees after returning from Cuba.

CONSIDERATION:  Value of this action lies in destroying a potentially
dangerous individual while simultaneously serving as a warning to other
potential trainees.  It is politically risky and contrary to our moral
precepts.  Could boomerang by creating martyrs.

B>  ACTION:  Make pro-West, anti-Castro leaflet drops on subversive training
center.

CONSIDERATION:  Such action would be better directed at major population
centers.  Would substantially increase risk of attack on U.S. essential photo
recon flights.

C.  ACTION:  Attach incendiary devices to bats and drop over training
centers.  Bats retire to attics during daylight.  Incendiaries ignite by
timers and start fires.

End of Navy memo.

I guess I cant think of anything I would put past the Navy.  They're sure not
the folks who served during World War II.  They have become a collection of
