Bush Vows to Veto Defense Bill

Wednesday President George W. Bush would veto the Defense Department
appropriations bill if it does not arrive on his desk free of spending
amendments unrelated to the war on terrorism.

"The president has made it plain as day he will veto anything that is not a
clean appropriation for the Department of Defense. The president feels very
strongly that at a time when our nation is in the midst of a war, that war
should not be fought on last year's budget," White House Press Secretary Ari
Fleischer told reporters in his morning briefing.

"The Pentagon needs additional resources to fight the war. That defense
funding should not be complicated or clouded as a result of items not
pertaining to the war on terrorism," he said.

President Bush talked early Wednesday morning with congressional leaders
during a weekly breakfast meeting at the White House.

Fleischer said the president made his position on the defense bill clear to
them saying, "'I'll veto it. I'll send it right back to you.'"

The U.S. House of Representatives last week approved the $318 billion defense
bill on a 406 to 20 vote after agreeing to limit the anti-terrorism spending
package to $20 billion. That was over objections of Democrats who wanted to
increase anti-terror spending by an additional $23 billion for homeland
security and aid to help New York City rebuild after the Sept. 11 attacks.

Returning to Capitol Hill after his meeting with the president, Senate
Majority Leader Tom Daschle, D-S.D., said the major sticking point on the
defense bill was about "a significant difference of opinion about how to
proceed on the homeland defense" part of what we consider to be a major
question involving national security."

"There is very little discussion or any debate about the fact that additional
resources are needed," Daschle said.

Daschle said an array of needs exist to protect the nation's infrastructure
and nuclear facilities from terrorists.

"We don't have the capacity to do that to our satisfaction today," Daschle
said.
