Hampshire College  Condemns War in  All-Community Vote

Amherst, MA - The students, faculty, and staff of Hampshire College have
voted to condemn the "War on Terrorism" and propose alternative solutions.
The vote, which was won by a margin of 693-121 (with 11 abstaining or
ambiguous votes), is believed to the first such decision by a college
community in the United States. (A majority of the students, faculty, and
staff participated in the vote.)

Intelligence services wanted me killed, says journalist

Yvonne Ridley makes astonishing claim in book about her days of captivity
with the Taliban

Yvonne Ridley, the British journalist captured by the Taliban, this week
makes the extraordinary claim that Western intelligence agencies tried to
get her killed to bolster public support for the air strikes on Afghanistan.

In her new book, In The Hands of the Taliban, published tomorrow, Express
journalist Ms Ridley, 43, says despite her release from captivity she still
has "unfinished business" surrounding her time in Afghanistan.

She reports that on her return to Pakistan she found her hotel room had been
searched. In London, the locks on her Soho flat had apparently been tampered
with. A journalist on the Arab TV station Al Jazeera then showed her a
collection of as yet unverified documents. They purported to be copies of a
dossier of personal and financial papers and pictures.

 Dec. 10 issue —  Mohammed Irshaid ... As he was sitting in his office on the
morning of Nov. 6, he was arrested by federal agents who told him his visa
had expired and implied that they had information linking him to a terrorist
plot. Irshaid was ashamed to be led away in handcuffs in front of his
co-workers. "It was absolutely the most humiliating thing to happen to me in
my life," he says.

MORE HUMILIATION was to follow. He was thrown into a cell in Passaic, N.J.,
with nearly three dozen other men. The men, all Muslims, asked to hold on to
their food trays so they could observe the Ramadan fast and eat after
sundown. The guard wasn't having any of it. "I don't care about f—king
Ramadan," the turnkey said. The U.S. government never filed any charges
against Irshaid. After three weeks, he was finally released. Irshaid says he
was so happy he would have jumped for joy, had he not still been shackled and
chained in leg irons. "This doesn't change my love of America," he told
NEWSWEEK. "But with all due respect to Mr. Ashcroft, if somebody wants to
accuse you of something, they should tell you what it is."

Such stories are becoming uncomfortably commonplace. As innocent Muslim men
swept up in the post-September 11 dragnet begin to emerge after being held in
custody, often in secret, for weeks and months, they are telling embarrassing
and sometimes horrifying tales of official indifference and, occasionally,
abuse. Civil libertarians and a growing chorus of oped-page Cassandras are
warning of a new McCarthyism and accusing Attorney General John Ashcroft of
playing a modern-day Torquemada.

COMPLAINT FOR INJUNCTIVE RELIEF
1. This is an action under the Freedom of Information Act
("FOIA"), 5 U.S.C. § 552, the First Amendment and the common law,
for injunctive and other appropriate relief, and seeking the
expedited processing and immediate release of agency records
requested by plaintiffs from defendant Department of Justice
("DOJ") and DOJ's component Immigration and Naturalization
Service ("INS").
2. This Freedom of Information Act case seeks the immediate
disclosure of government documents concerning more than 1,000
individuals who have been arrested and detained in the wake of
the September 11th terrorist attacks. This lawsuit does not
question the importance of the government's investigation. But
the manner in which the government is conducting its
investigation also raises issues of the utmost public importance....

The government candidly acknowledges that hundreds of people remain in federal
custody but refuses to disclose, among other basic facts, who
these detainees are and where they are being held. This secrecy
is unprecedented and deprives the public of information it is
lawfully entitled to receive. In recent days, the government has
publicly disclosed some fragmentary and incomplete information
about some of the detainees in response to requests from Members
of Congress. Thus far, however, the government has either
ignored or rejected plaintiffs' FOIA requests, which were filed
more than a month ago.

Some people have referred to it as the "secret government" of the United
States. It is not an elected body, it does not involve itself in public
disclosures, and it even has a quasi-secret budget in the billions of
dollars. This government organization has more power than the President of
the United States or the Congress, it has the power to suspend laws, move
entire populations, arrest and detain citizens without a warrant and hold
them without trial, it can seize property, food supplies, transportation
systems, and can suspend the Constitution.
Not only is it the most powerful entity in the United States, but it was not
even created under Constitutional law by the Congress. It was a product of a
Presidential Executive Order. No, it is not the U.S. military nor the Central
Intelligence Agency, they are subject to Congress. The organization is called
FEMA, which stands for the Federal Emergency Management Agency.

Here are just a few Executive Orders associated with FEMA that would suspend
the Constitution and the Bill of Rights. These Executive Orders have been on
record for nearly 30 years and could be enacted by the stroke of a
Presidential pen:

EXECUTIVE ORDER 10990 allows the government to take over all modes of
transportation and control of highways and seaports.

EXECUTIVE ORDER 10995 allows the government to seize and control the
communication media.

EXECUTIVE ORDER 10997 allows the government to take over all electrical
power, gas, petroleum, fuels and minerals.

EXECUTIVE ORDER 10998 allows the government to take over all food resources
and farms.

EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work
brigades under government supervision.

EXECUTIVE ORDER 11001 allows the government to take over all health,
education and welfare functions.

EXECUTIVE ORDER 11002 designates the Postmaster General to operate a national
registration of all persons.

EXECUTIVE ORDER 11003 allows the government to take over all airports and
aircraft, including commercial aircraft.

EXECUTIVE ORDER 11004 allows the Housing and Finance Authority to relocate
communities, build new housing with public funds, designate areas to be
abandoned, and establish new locations for populations.

EXECUTIVE ORDER 11005 allows the government to take over railroads, inland
waterways and public storage facilities.

EXECUTIVE ORDER 11051 specifies the responsibility of the Office of Emergency
Planning and gives authorization to put all Executive Orders into effect in
times of increased international tensions and economic or financial crisis.

EXECUTIVE ORDER 11310 grants authority to the Department of Justice to
enforce the plans set out in Executive Orders, to institute industrial
support, to establish judicial and legislative liaison, to control all
aliens, to operate penal and correctional institutions, and to advise and
assist the President.
