It’s not a perfect world.
People and states pursue their own interests. Some of those interest are inimical to others. The others want to know. This is true about Israeli’s looking for anti-Semitic or anti-Israeli groups in the US and elsewhere. It is true of American spies in countries we are allies with. This is the information age. There will be information gatherers of all types with all sorts of agendas. You understand this – this understanding is central to this very list we are on. Welcome to the 21st century.
So now lets try again, and see if a real full answer comes this time. Why is it OK for the US to spy on Israel?

In a perfect world it wouldn't be "ok" but in this world we give them billions of our tax dollars a year and defend them like they're our 51st state and to spy on the very people who are essentially propping them up is obscene.
