It is a common journalistic practice to put a single word or phrase in
quotes (when it is not a direct quotation) to alert the reader that he/she
should not apply the normal meaning to the word or phrase. To the contrary, it
usually means the word should be assigned an entirely different meaning than
the normal one, perhaps just the opposite.
Quotes should not be used to indicate a misspelling, which is true in
this case. The word used should have been anti-semitic, not anti-semetic.
Mispelling is usually indicated by (sic) immediately after the misspelled
word.
As used in the heading to the article below, it is intended to show that
the Israelis think it is anti-semitic but the authors (or at least the one who
wrote the heading who is not necessarily the author) does not think it is
anti-semitic.
