"Emergency Management" a Code Word for Growing Totalitarian Corporate State "TERRORISM" BACKGROUND OF JEROME HAUER, WHO RAN NYC'S TOXIC SPRAYING, STRENGTHENS SUSPICION IT WAS A FASCIST CHEM- BIO WARFARE EXPERIMENT While some may think the above headline unrealistic, recent documentation has been published detailing years of experiments on the American population. Much of this is put together in the newly published book "Undue Risk" (by Jonathan Moreno, Publ. W. H. Freeman and Co., New York, 1999). The author was a senior staff member of a special commission created by the Clinton Administration under pressure of the Freedom of Information Act, to investigate years of government experimentation on unknowing human subjects, including spreading bacteria in the New York Subway system, spraying viruses over San Francisco, and nice things like salting school children's cereals with radioactive substances. These are crimes to which the government has confessed, the tip of the iceberg. How much more do we not know of? When Giuliani's City Hall, in consultation with the secretive network of "national security", started the "Mayor's Office of Emergency Management," he turned to Jerome Hauer, who was recommended already as "a recognized expert on terrorism." (New York Times, Feb. 2, 1999). His exact career before being promoted to architect of Emergency Management in NYC remains shrouded in mystery. However, according to the New York Times, just before and during his four- year stint here, "Hauer was part of a small team of experts who advised President Clinton and other senior federal officials about ways to combat chemical and biological terrorism aimed at the United States. In 1998, he was one of a handful of physicians, scientists and officials who helped persuade Mr. Clinton to increase federal funds to deal with such a threat. The money would go toward training state and local officials to respond to terrorists wielding biological and other unconventional weapons; developing and stockpiling vaccines to deter such attacks; and work out agreements with drug companies to manufacture antibiotics in response to such an attack. "'New York has been and will always be an attractive target for terrorists,' Mr. Hauer said in an interview soon after the White House meeting. 'And as a city and a nation at risk, we must do whatever we can sensibly do to be prepared to deal with such an event.' "Mr. Hauer has also taken pride in his relatively good relations with the press, which he considers an important part of emergency response." The very next year, Hauer returned to his assignment in NYC, and right away, a brand new epidemic broke out, never before seen in the Western Hemisphere. The local spread of West Nile fever, a relatively mild form of encephalitis with a permanent damage potential similar to a typical flu, created the atmosphere where an apparatus could be kicked into gear "to deal with such an event." The curious fact that the virus was new to this hemisphere meant that its spread could be monitored, as its presence could be differentiated in blood samples from the many unreported asymptomatic cases of mosquito borne diseases, such as St. Louis Encephalitis, which generally is present on a significnt level. The relative "mildness" of the disease could make it a "sensible thing to do," in some psychotic modes of "thinking," if it could provoke society into being "prepared." Public, open-ended discussion of creating such a mechanism might be too slow and inefficient, from such a point of view, and anyway, the people cannot be trusted to decide on what Big Brother knows is best. Furthermore, democratic discussion sets the wrong precedent, since it feeds on itself, and encourages people to think that political power should derive from the willing and informed consent of the governed. Former NYC Health Commissioner (1991-7) Dr. Margaret Hamburg, who has moved up to the post of assistant secretary for planning and evaluation at the Federal Department of Health and Human Services, praised Hauer's "response" to the epidemic, and in particular the "decision to start a massive spraying campaign immediately." (New York Times, Nov. 25, 1999). "The epidemic, in fact, tested many of the emergency management systems that Mr. Hauer had put in place. The mayor almost immediately received reports of unusual deaths, a reporting system that Mr. Hauer had emphasized as a first line of defense against natural or terrorist-inspired epidemics." Did the real "terrorism", as usual, come out of the government? First there was the West Nile provocation, which did sicken dozens and kill several, if we can believe the government labs in which the diagnosis was refined and confirmed. Assuming so, that can be seen as an effective biological warfare experiment. Then there was the massive spraying, and a resultant test in chemical warfare (though counterproductive in combating hypothetical encephalitis). Then there was the response of the people under control through the media, which amounts to a probe in psychological and propagandistic warfare. Jerome Hauer has operated as a soldier/spy on a mission, far worse than a typical bureaucrat, even by the drunk-with-arrogance standards of the Giuliani regime. Congressmember Gary Ackerman, for example, denounced Hauer in terms that reveal Hauer as a total misfit: "In nearly 30 years of involvement in New York City Politics, I have found you [Hauer] to be the most unresponsive member of any Mayoral administration with which I have ever dealt.... There is no excuse for this. You [Hauer] give credence to those who claim your agency is hiding something." (Click here for full text of Rep. Ackerman's letter). As soon as de-facto Mayor Rudolph Giuliani appointed Hauer to create his own brand new agency and become Commissioner of the Mayor's Office of Emergency Management, Hauer's first project was to build the mayor's $13 million "bunker," the expandable notorious miniature city on the 23rd floor of 7 World Trade Center Building. Hauer and Giuliani put this "war room" into operation as the center for directing the pesticide spray program. While the rest of the politicianry maintained a ominous silence, Giuliani brought about this Office Emergency Management as a major structural modification, specifically to circumvent NYPD control, transferring power to a shadowy coordination through City Hall with Federal counterparts. In fact, the Nov. 25, 1999, New York Times reported that Hauer "is said to have repeatedly clashed with Police Commissioner Howard Safir over jurisdiction and the expanding Hauer empire" of "emergency management." Why bypass the police? The police are primarily designed and trained for direct repressive functions, armed intimidation the oppressed and exploited layers of the population into the tentative habits of submission, and this in turn leads to generating a mass ideology of submission to corporate rule. But a yet more sophisticated, insane, secretive and diabolical structure would be needed for operations that involved, for example, spreading disease among innocent people as a provocation for yet more demonic plans. The super sicko "intelligence" agencies cannot trust even the police to perform such plans, neither execution or nor in clandestinity. Holding the police in total contempt, during the 1999 toxic spraying of NYC, Hauer's Emergency Management ordered the NYPD to escort the spray crews inside clouds of pesticide nerve gas, all without any of the elaborate protective gear legally required in such situations. Cops were subjected to an intense chemical attack, and many will subsequently have their health wrecked and their lives shortened, all to maintain a deceptive appearance to reinforce the dishonest and illegal claim that the pesticides are supposedly "harmless to humans." To what lengths these snakes go in their efforts at brainwashing the people, including themselves. Perhaps not surprisingly, the police and their "union," despite their media image as fearless fighters, have not uttered a syllable in their own, in this case legitimate, defense against this combination insult and injury. When it comes to fighting the system, they have little stomach for it. The Hauer Emergency Management program is a major local symptom of a national, indeed international, pathology. The New York Times, in reporting the imminent departure of Hauer, describes the structure as the "premier emergency preparedness program in the country." Now, the word "premier" indicates that it is a pilot project, to be imitated and reproduced elsewhere and everywhere. Machinery of this sort has sprung up across the country, along with draconian laws such as the little-mentioned Anti-Terrorism and Effective Death Penalty Act (ATEDPA), which circumvent trial by jury, eliminate many appeal venues, and create more than 50 new Federal death penalties for many acts other than murder. The fascist impetus for these new Bill of Rights overrides takes advantage of convenient events, such as the Oklahoma City and World Trade Center bombings. Typically, fascism has come to power in other countries by taking advantage of, or creating, "emergencies", which are then manipulated to supposedly "justify" extraordinary measures, which turn into the new norms. Also, this typically arises by slow and gradual increments, in which the population's mentality is maneuvered, step by tiny step, into inuring themselves into accepting the most extreme state criminality, often behind a system of multiple layers of denial. Incidentally, the ATEDPA was written chiefly by then Rep. Chuck Schumer, who after spearheading the whitewashing of the FBI/ATF Waco Massacre, since advanced to a U.S. Senate seat, and was signed with gushing praise by President William Clinton. It is necessary to point that out, since many naive people still depend upon high Democrats to protect us from such depredations, which are perceived mistakenly as the exclusive proclivities of Republicans. In fact, Clinton's 1992 campaign promises "to end welfare as we know it," since fulfilled, alongside the racist police state crime bills, provide the entire framework for all the policies and pronouncements of Giuliani, the Reagan/Bush U.S. Attorney for the Southern District of New York, before becoming mayor based on a largely racist appeal. Beyond minimal partisan divisions, the capitalist system is in permanent crisis. Even as the stock markets soar after victory in the Cold War, one emergency after another is declared, to supposedly justify the ever tightening noose of the police state. What else can be expected of a system centering around, and subordinating everything else to, the profits of a handful of megacorporations, trampling everyone and everything else underfoot. Living by exploiting and oppressing the overwhelming majority is a sicko experience, inevitably engendering paranoia about when the hands of justice will strike, decisively. "Emergency Management" has been the rubric for martial law takeovers in events such as floods, earthquakes, severe storms, military invasions or insurrections, with the role of the Federal Emergency Management Agency (FEMA) becoming notorious. President William Clinton has recently signed unprecedented Executive Orders, which already have the force of law. These unconstitutional orders illegally authorize the Feds to draft and transport civilians for labor under government supervision (EO-11000), take control of all foodstuffs from farm to family table (EO-10998), confiscate communication devices including radios, televisions and computers (EO- 10995) and commandeer all streets, roads, vehicles and transportation facilities EO-10999). All this would be implemented by FEMA on the Federal level, in coordination with local counterparts. These are outside the regular police and armed forces command, and take precedence over both. This cannot be isolated from recent exercise in which Marines, Navy SEALS and Special Forces have been practicing the military occupation and takeover of cities across the United States, most notably in Oakland, CA. A word should also be said about the dangerous rise of the militia movement. Every effort should be made to appeal to confused elements among the rank and file, as distinguished from hardcore haters and depraved killers, to motivate them to turn against the racist- sexist and outright Nazi-KKK influence that dominates their leadership. Militia members are recruited initially as a paramilitary response to the global corporate aims of the Federal government. But while they are induced to think they are fighting against the corporate New World Order, under the current misleadership, they are, at the very least, prone to manipulation into the role of shock troops for the system, similar to the CIA death squads in Latin America. Also, their endemic extreme localism, states' rightsism and regionalism, would fit into New World Order strategy by breaking the nation-state into bite-size pieces whose capacity to resist global big business would be destroyed. Finally, their Buchanan-like defense of national sovereignty undermines any potential basis of globally regulating economic forces which already operate as global entities. At this time, the militia movement is a voluntary, auxiliary in the imposition of fascism, rather than a resistance to it. The big business corporate infrastructure is already global. Economically, and particularly financially, a New World Order is already here. It is attempting to impose a world government to enforce its interests. But it is not a constitutional government subject in any way to electoral control, influence or even scrutiny. Its largely unofficial officials are appointed either directly by the corporations and banks, or by governments that function as their tools. Much of this is in strict secrecy, without even acknowledgment of their functions or identities. In order to counter these tendencies, the bulk of the world's population needs an elected and popularly controlled international body to bring the international activity of the world economy and finance under regulation, and to overcome the national divisions and stratifications of privilege, to create a united humanity functioning as part of a sound ecology. That is, a world government based on the common, working people, despite the fact that such ideas have been tagged with scare words such as socialism or communism. What is entailed here is actually the international extension of democracy to cover all socio- economic activities, instead of the overridden narrowly political sphere. In today's world, the corporate-dominated nominating process makes existing elections a hollow exercise by a small number of largely indistinguishable parties who monopolize politics, and who themselves are at gunpoint, facing potential military coups. Furthermore, elections are limited nationally. U.S. citizens, 6% of the world population, elect a president of a world empire outside the U.S. electorate's "district". The recent uprising in Seattle has put a crimp in the corporate plans for the World Trade Organization. The protests stood up to days of plastic bullets, irritative gases, concussion grenades, billy clubs and mass incarceration including illegal maltreatment and abuse at the hands of Seattle police, Washington National Guard and the Secret Service. This demonstrates a threat that the megacorporations fear, namely, that mass resentment will inevitably spill over from protest to revolution, with which every strike is potentially pregnant. The corporate state is restructuring itself, its police, its officialdom, and its paranoid mind, to adapt to that growing challenge, ultimately sweeping aside any basis for the illusion of capitalist democracy, which until now, has given the system stability. The incremental implementation of creeping fascism is under way on a global scale. The "emergency preparedness" apparatus, pioneered by Hauer on a local level, is a local outbreak, is puts in place a pattern of preventive counterinsurgency, as a component of a global strategy. The toxic spraying has opened many people's perceptions, but has yet to result in the mass organizing necessary for serious defense of the population. While ultimately the fascist protective shield will fail in perpetuating imperialist capitalism forever, it is actually designed for the more limited aim of prolonging the death agony of the system.
