This PR moves the connector to `connectors/Storage/VAST-Provisioner`, takes
VMS credentials and targets per cluster under `clusters:` in the
`vast-provisioner` connector block, attempts every member and joins their
errors, and creates member folders as `{user}:{allocation}` with setgid;
result: every listed cluster gets its folders, one unresolved member no longer
holds back the rest, and member folders come out `drwx--S--- jdoe:proj-a`.
