The VAST connector creates folders through VMS, which resolves owners only
from its own user-directory providers. Unless VAST is connected to the LDAP
that holds the Custos accounts and allocation groups, every create is refused
and no home, scratch or project directory is made.

This PR splits it into a Path-Provisioner, which creates each cluster's
targets as root over SSH on its admin host so that host's NSS resolves the
owners, and a Quota-Provisioner, which sets the VAST quota once each directory
exists; it works without VAST being connected to LDAP, and /home/alice is
created alice:alice 0700 with its 100 GiB quota.
