The portal's OpenAPI client, types and zod schemas under `web/src/generated` were committed to the repository and kept in step with the specs by a drift check. This PR stops committing them: `pnpm gen:api` now runs before `dev`, `build`, `typecheck` and `test`, `src/generated/` is gitignored, the drift check is removed, and the web workflow also runs when `api/core.openapi.yaml` or the AMIE spec changes.
