* bin/build-ooo: On Win32 run the OOo configure with
--enable-check-only so that it doesn't run set_soenv which checks
for dmake.exe to exist. It doesn't yet at that time on a fresh
build. Instead run bootstrap after running configure, and only
then run set_soenv.
