* Attachment.pm: (query): also obtain the current status of the
patch (using a heuristic in case more than one status is set)
* bug_form.pl: (show_bug): obtain the list of possible attachment
statuses
* process_bug.cgi: update attachment statuses as well, if they
changed
* template/en/default/attachment/list.html.tmpl: show a dropdown
box for changing the attachment status for patches instead of just
having text showing the current status
