Log message:
* gegl/buffer/gegl-buffer.c: Add a scaling implementation that uses
nearest neighbour "interpolation" on the next bigger available scale
of a pyramid.
* gegl/buffer/gegl-tile.c: (gegl_tile_void_pyramid),
(gegl_tile_unlock): Void pyramid levels above when a tile on the
base level changes.
