* globals.pl: Change quoteUrls to optionally highlight stack traces.
* template/en/default/bug/comments.html.tmpl: Highlight stack traces
if user has editbugs permissions.
* template/en/default/bug/edit.html.tmpl: Add the CSS coloring used to
highlight stack traces.
Fixes bug 162378.
