* template/en/custom/reports/patch-diligence.html.tmpl:
New report ported from 2.16; now accounts for all the zillions of
tiny differences plus bigger stuff like using DBI, templates, and
the newer bugzilla schema. While I was working on all the changes
I decided to try to de-stupidify the thing and make it
comprehensible to mortals (it really used to be pretty ugly and
hairy in addition to being not so very perl-y)
