* browse.cgi: Do not count NEEDINFO bugs.
* buglist.cgi: Ensure bug id searches go to show_bug.cgi directly.
Fixed by Elijah.
* skins/custom/global.css: Hopefully fix H1 issues.
* skins/custom/show.css: Ensure Bugzilla Tips will be below the info
box at the topright of the show_bug page to workaround a bug when
increasing the text size.
* skins/standard/global.css: Hopefully fix H1 issues part 2.
* template/en/custom/browse/main.html.tmpl: Add 'unreviewed' for
patch status none. Make Boogle box bigger.
* template/en/default/bug/edit.html.tmpl: Fix attachment flag header
not always showing.
