Separate from that, I've made a perplexing observation. We have discussed
my copy of C:\Program Files (x86)\Microsoft Visual Studio 10.0\redist.txt
which suggests what we may do with different files.
After looking around my file system and that MS link above, I conclude that
Visual Studio owners (likely) have a folder
C:\Program Files (x86)\Microsoft Visual Studio 10.0\VC\redist
and VC Express users (myself) do _not_ have that folder.
FWIW, Win7 control panel shows that "Microsoft Visual C++ 2010 x86
Redistributable" is installed, but I cannot see where the files have been
unpacked. I found no folder hierarchy that is similar to what is described
in redist.txt.
We'll likely make better progress looking at the different deployment
strategy walkthrough's on that Microsoft link.
That link does provide the definition of "application local folder".

Great, as I suspected, Visual Studio 2010 users (including VS Express) can
distribute those DLLs, so long as you distribute them as an entire set.
There remains a grey area for users who don't have Visual Studio installed.
