Please provide the exact commands you used, and the exact output you
got. The instructions Thomas gave should work as expected, with no
error about vcvarsall. It's pretty much impossible to identify what is
going wrong for you without the details.

One thought - you downloaded the win32 version of the wheel. If you're
on a 64-bit system that's the wrong one. The banner you get when you
start Python should tell you if it's 32 or 64 bit. Paste that banner
if you're not sure how to interpret it.
