PolicyFeature is designed to manage multiple policy elements, but in practice
one PolicyFeature element is created per <wsp:Policy> element that appears as a
child of the <jaxws:features xmlns:cxf="http://cxf.apache.org/jaxws";> element
(or the <cxf:features xmlns:cxf="http://cxf.apache.org/core";> element.
Also, the PolicyFeature should treat <wsp:PolicyReference> as well as
<wsp:Policy> elements.
