Yes, I think this would be a great project, if Mongoose is willing to
support it. I was thinking of doing something similar for Majestic
Games' "Grand Fleets". 

I only have the PDF of Victory at Sea. Does the print version come
with counters? Because, if it does, then you would have any easier
time of making the gameboard.
