yes it does, although the counters (since they are designed to represent 1:2400-scale miniature ships) are rather big for CB purposes. Another thing about the ship counters is that they are for classes provided in the Fleet Lists rather than individual vessels. To be really useful for CB, one would ideally clone the counters and replace the generic class names with the names of specific ships. Although this would create a much larger counter mix, it would make it very, very intuitive to build scenarios. Finally, VaS (like its space-based predecessor A Call to Arms) heavily emphasizes campaigns and DYO scenarios. This could mean that once the box is created it would be continually expanded with new, user-created scenarios.
