and herein is the rub.. because you can still see
transparent units move, you need enough dummies to
create confusion, particularly after the first few
sightings. 

So how any dummies is that, some 20-30.. or 50.
Moving 20-30 dummies about the board to hide one fleet
is uneconomical, and still not very hidden.

if you worry about that sort of thing you need a
moderator to create and distribute the game files.

Kris, have you looked at VASSAL? Hidden movement works
there pretty well.
