I pulled Flat Top down off the shelf tonight for a quick look, just 
to see what the problem is.

It would seem the best solution would be to create a movement log for 
both player with Markers on which they writeinto what hex# their task 
force moves each turn. If there is a dispute the markers can be 
placed on a "common" board and revealed.

I'm going to use something similar in No Better Place to Die.
