Joe, Not sure if anyone has answered you or if you already figured it out yet.
To copy and paste in the designer you'll need to either create a bmp/gif/jpeg image or create an Excel spreadsheet and copy it to both boards. Another tip for making maps (what I do a lot) is to not use tiles at all and simple use the drawing tools in the Designer to create the map (reference my Fire in the East game box, the rough terrain is "hand-drawn" using the editor tool polygon).
