yeah, it's called ghost. :-).
You could use NT workstation, by defaut you can't install programs , there
are
ways around it. How many machine are you talking about 1....or a whole
network?

the general public to download FTP files (lets say to a CD-R) and yet block
the customer from installing the newly downloaded program on the same
