The short answer is, I don't know. I've used 4.05, 4.5, 4.51, and 4.75 and
never had your problem. Perhaps it's a bug with that particular version?
If all else fails try upgrading to 4.75.
The best place I've found to answer my Netscape 4.x questions is the
newsgroup netscape.comunicator on the secnews.netscape.com server. Fast,
friendly, and very reliable. Check with them before taking my advice.
