This list is unmoderated, and as Paul and other long-timers know, it
bursts into flames every now and then and eventually settles down.

Not a bad idea. I'm skeptical that it will work, but worth a try. We
could do like some lists do and post guidelines periodically.
I'd suggest that people exercise their delete key for the off-topic
messages in the meantime.
