Unless they are expanding bullets, none of the above requires an FAC.  A
*bulleted* primed cartridge in some cases is, according to case law,
'ammunition'.

That's unacceptable and should be the subject of a formal written
complaint.  Furthermore, the Police (Property) Act can be used, if
necessary, to ensure the property is returned to its lawful owner.
