There was a case several years ago (probably 10+) where a
man WAS successfully prosecuted for possessing firearms and
ammunition in a public place. He had the firearms, (legally
held) and he had only primed empty cases with him, no loaded
ammunition.

The judge ruled that as they related to the specified offence,
they constituted ammunition.

I cannot remember if it was appealed.

I'm sure Richard Law will remember the case.

Cases, empty or primed, on their own are not proscribed.
(except under millitary law  - remember the declaration lads :-)
