The Firearms Rules do require you to surrender your
certificate when you apply for a renewal, although it
is not an offence if you don't.

Hampshire Police are giving people a choice on renewal, you can either send
the old certificate or give them a photocopy . If you provide a photocopy
they then require the original when you receive the renewal.
