I'm currently waiting for the latest release (2.20) to come up, because it will save a lot of work when "cygwinizing" it (it will no longer require a dedicated toplevel-dir like /opt/tcm). According to its author and maintainer(s) at Twente University, it should be released soon, but I don't know the exact date.
