Hi Marco, I think there might (?) be a problem with this version of this package, or specifically the liblapack0-devel (since it includes liblapack.dll.a import library). The import library references "cyglapack.dll" as the DLL name. However, it actually should be "cyglapack-0.dll". So software (such as Numpy) that linked with lapack using the import library is broken.
