And, on top of that, if you must refer to something in "Program Files"
you need to realize that it can be on any drive and its spelling will
depend on the localization of Windows, so it is almost always a bad idea
to hardcode "c:\program files" anywhere.  Better would be to use
$(cygpath "$PROGRAMFILES"), but in this case assuming the user wants to
use IE would be inexcusably bad, so cygstart is where it's at. :)
